E-Government in Malaysia: Implementation so far and Citizen’s Adoption Strategies



The Electronic Government initiative was launched to lead the country into the Information Age. It will improve how the government operates internally, as well as how it delivers services to the people of Malaysia. It seeks to improve the convenience, accessibility and quality of interactions with citizens and businesses. Before that, it also will improve information flows and processes within government to improve the speed and quality of policy development, coordination and enforcement.

Implementation:

  1. Project Monitoring System (SPP II)
  2. Human Resource Management Information System (HRMIS)
  3. Generic Office Environment (GOE)
  4. Electronic Procurement (EP)
  5. Electronic Services (E-Services)
  6. Electronic Labour Exchange (ELX)
  7. E-Syariah

Common problems encountered by consumers:

  • E-government services to gain widespread acceptance, they must have the same standing as equivalent paper process and ensuring the privacy and security.
  • Confusion over what exactly should be in law need further clarification on what they can and cannot do.
  • Unfamiliarity with ICT, lack of access, lack of training, and concerns about privacy and security of information.

The ways to encourage more citizens to use the e-government applications:

  • Improving access to public information and services
  • Through ICTs -broadly defined to include television, radio and telephones that the public can more easily access information and services.
